Professor Jacobson is the Chair of the Political Science and Criminal Justice Department at Southern Utah University.  He teaches classes in substantive and procedural criminal law as well as courses related to national security and American government.  He is a licensed attorney and has been a member of the Utah State Bar since 1984.  He joined the faculty at SUU in 2015 and began teaching classes in August of that year.  He was appointed Department Chair in July 2018.

Professor Jacobson is a retired Army colonel who served for over 30 years in the regular Army as a lawyer in the U.S. Army Judge Advocate General’s Corps.  He is a recognized expert in criminal law with extensive experience as a prosecuting attorney, supervisory defense counsel, and criminal justice administrator.  He taught criminal law at the Army Judge Advocate General’s School.  He also served as the Associate Dean there and administered the Congressionally chartered, American Bar Association accredited LL.M. (Masters of Law) program. 

Professor Jacobson served around the world at the tactical, operational, and strategic levels in both peace and war during his long military career; practicing across an extremely broad and diverse spectrum of federal, military, and international law.  He was repeatedly assigned to lead many of the Army’s largest and most complex legal operations, involving the supervision of hundreds of attorneys and other legal professionals.  These opportunities included tours as the senior Army lawyer in both the European and the Pacific theaters where he was responsible for the legal aspects of Army operations in over 120 countries.  He was Staff Judge Advocate (General Counsel) for United States Forces - Iraq, from January to December 2011, where he was the senior U.S. Department of Defense attorney for the Iraq Theater of Operations. 

Professor Jacobson’s awards and recognitions at SUU include the University Award of Distinguished Educator for the year 2016-2017 and the College of Humanities and Social Sciences Collaborative Excellence Award for 2018.  Professor Jacobson was conferred membership in the Omicron Delta Kappa Society in March 2019 in recognition of his attainments and service in collegiate activities.  In 2018 and 2020 surveys of recent SUU graduates, he was identified as being among the top 10 faculty members who made the most positive impact upon student experiences at SUU.  

Professor Jacobson’s many military awards include the Distinguished Service Medal, the Bronze Star Medal, and the Legion of Merit.  He received the American Bar Association's Outstanding Military Service Career Judge Advocate Award for 2014.  Having earned the Army Parachutist Badge, Professor Jacobson is a former paratrooper who has landed in measurably fewer airplanes than have taken him aloft.
